I just cleared every Gawker, Kinja, Jalopnik, Gizmodo, etc, etc, etc. (must have been at least 60-70 of them)... and I'm still getting this.
W7/FF 23.0.1

Clearing your cache will make it appear back at the top of the page. It will always be at the top of the page when you visit Jalopnik on a new device. As you continue to visit without clearing your cache, it will fall below newer posts and eventually fade into oblivion. Though as it's been perma-promoted, it will always appear back at the top of the page after a 30 day cycle.
Hopefully that clears it up.

That totally clears it up. I was unaware the plan was for regular users to see it every 30 days.
